Vietnam launches mid-term anti-dumping review investigation on polyester filament yarn against China

On February 18, 2025, the Ministry of Industry and Trade of Vietnam issued announcement No. 421/QD-BCT stating that at the application of Vietnam companies, the second interim review investigation of anti-dumping was launched against polyester filament yarns originating in China. The announcement will take effect as of the date of issuance.

Basic information of the case and responding requirements

The product involved is polyester filament yarn, the Vietnam tax numbers are 5402.33.10, 5402.33.90, 5402.46.10, 5402.46.90, 5402.47.10 and 5402.47.90. The announcement will take effect as of the date of issuance. Stakeholder parties should register for responding to the lawsuit before May 19, 2025.

Import and export data of products involved

According to statistics from Vietnam customs, the amount of products imported by Vietnam from China involved in the case in 2022, 2023 and 2024 was US$410 million, US$310 million and US$380 million, a year-on-year increase of 8.6%, a decrease of 24%, and an increase of 22.1% respectively.

According to statistics from China customs, the amount of products involved in my export to Vietnam in 2022, 2023 and 2024 was US$460 million, US$400 million and US$520 million, a year-on-year increase of 13.5%, a decrease of 11.3% and an increase of 29.2% respectively. The main export provinces and cities for the products involved in the case in 2024 were Zhejiang Province (exports accounted for 33%), Jiangsu Province (exports took up 32%) and Fujian Province (exports accounted for 24%).

Review of past cases

On April 6, 2020, Vietnam launched an anti-dumping investigation on polyester filament yarn imported from China, India, Indonesia and Malaysia. Association held an online response meeting in mid-April 2020 and organized 18 companies involved in the case to participate in the industry's no-damage defense. On October 13, 2021, Vietnam made a positive final ruling on the case and formally imposed anti-dumping duties on the products involved in the case in the above-mentioned countries. Among them, the tax rate on the products involved in the case in China was 3.36% to 17.45%. On December 30, 2022, Vietnam launched the first interim review investigation of anti-dumping against products involved in the case in China. On November 1, 2023, Vietnam made a final mid-term anti-dumping review on the products involved in the case in China, and decided to adjust the anti-dumping duty on the products involved in the case in China to 3.24% to 12.39%.
