Brazil makes preliminary anti-dumping ruling on Chinese polyester staple fibers

On October 16, 2024, the Ministry of Development, Industry, Trade and Services of Brazil issued Announcement No. 56 of 2024, making an affirmative preliminary anti-dumping ruling on polyester staple fibers originating from China, India, Vietnam, Malaysia and Thailand, and recommending the imposition of a provisional anti-dumping duty of no more than 6 months on the products involved in the above-mentioned countries, which are: China U.S.$61.09-397.04/ton, India U.S.$260.47/ton, Vietnam U.S.$308.58/ton, Malaysia U.S.$85.80-383.63/ton, Thailand U.S.$223.45/ton. This case involves products under Mercosur tariff number 5503.20.90. The deadline for the end of the investigation of this case will be extended by up to 18 months from the date of filing the case.

On March 21, 2024, the Foreign Trade Secretariat of the Ministry of Development, Industry, Trade and Services of Brazil issued Announcement No. 11 of 2024, stating that in response to the application submitted by the Brazilian domestic industry association Associação Brasileira de Produtores de Fibras Artificiais e Sintéticas on October 31, 2023, an anti-dumping investigation was initiated on polyester staple fibers originating in China, India, Vietnam, Malaysia and Thailand. The products under investigation are synthetic polyester fibers, including recycled fibers or virgin fibers. The dumping investigation period of the case is from July 2022 to June 2023, and the damage investigation period is from July 2018 to June 2023.
