Turkey launches anti-circumvention investigation into China's synthetic and artificial staple fiber fabrics

On September 27, 2024, the Ministry of Trade of Turkey issued Announcement No. 2024/28 on synthetic and artificial staple fiber fabrics originating in China (sentetik veya suni devams? z liflerden dokunmu? The anti-dumping case of mensucat) independently initiated an anti-circumvention investigation to examine whether synthetic and artificial staple fiber fabrics originating in China were re-exported to Turkey via Malaysia to circumvent anti-dumping duties. The Turkish tax numbers of the products involved are 55.13, 55.14, 55.15 and 55.16. The announcement will take effect as of the date of issuance.

Status of anti-dumping cases

On September 30, 2000, Turkey launched an anti-dumping investigation against synthetic and artificial staple fiber fabrics originating in China. On February 15, 2001, Turkey began to impose anti-dumping duties on the products involved in the case. Since then, Turkey has conducted three sunset reviews. On June 19, 2007, May 5, 2013 and December 31, 2018, it made positive final rulings and extended the tax period three times. On December 26, 2023, the Turkish Ministry of Trade issued Announcement 2023/38 stating that at the application of the Turkish producer, the fourth sunset review investigation was launched on the case.

Situation of anti-circumvention cases

Turkey has initiated five anti-circumvention investigations against the anti-dumping case of synthetic and artificial staple fiber fabrics originating in China, and all of them have made positive final rulings. On August 22, 2015, the anti-dumping duties on the products involved in the case in China were extended to the products involved in Bulgaria and Poland; On May 7, 2019, it was extended to Greece; On August 26, 2021, it was extended to Spain, Italy and Germany; On June 1, 2023, it was extended to Northern Macedonia; On February 20, 2024, it will be expanded to 23 EU countries, including Italy, Spain, Germany, Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Croatia, Netherlands, Ireland, Sweden, Latvia, Lithuania, Luxembourg, Hungary, Malta, Portugal, Romania, Slovakia and Slovenia.
