On May 27, 2024, the Ministry of Industry and Information Technology revised the "Standardized Conditions for the Viscose Fiber Industry (2017 Edition)" and the "Interim Measures for the Administration of the Announcement of Standardized Conditions for the Viscose Fiber Industry", forming the "Standardized Conditions for the Viscose Fiber Industry (2024 Edition)" and the "Administrative Measures for the Announcement of Standardized Conditions for Viscose Fiber Enterprises". The new version is similar to the old one in terms of content framework, mainly adding content related to carbon emissions, and other details have been modified, supplemented or deleted.

2017 edition New, deleted or adjusted content in the 2024 edition
Introduction Emphasis on preventing low-level   duplication and reducing resource waste Emphasis on promoting green   transformation and reasonably guiding the direction of industry development
Enterprise layout Emphasis on new construction in   non-specific areas Emphasis on concentrated   construction of new projects in industrial parks
The   construction of new VFY projects are prohibited. Strictly control the   construction of new VSF projects. New projects must have the conditions of   replacing traditional raw materials such as cotton linter pulp and wood pulp   through independent development, and realizing pulp and fiber integration, or   having raw material bases that match the new capacity. Advantageous   enterprises mergers and reorganizations to enhance industrial concentration   and overall competitiveness Delete this item
Allow   viscose fiber enterprises and scientific research institutions to build a   production line for small or medium-scale trials with no more than 5kt/yr   capacity and a differentiation rate of more than 90%. Change the content of the test   line to "hundred-ton small test line, thousand-ton pilot line and   differential fiber line of no more than 30kt/yr capacity (differentiation   rate> 90%)" - and move this content to the process equipment column.
Process equipment   Add the content of "new   viscose fiber projects should have a stable source of pulp, and encourage   enterprises to develop and apply new pulp (bamboo pulp, hemp pulp, mushroom   grass pulp, recycled pulp, etc.)"
Delete the content of "the   product differentiation rate of the total capacity of the expansion and   reconstruction of viscose fiber projects is higher than 30%"
