Xinjiang-based VSF units may resume operation soon

The operating rate of VSF industry is largely stable at 86% after the National Day holiday, and the inventory stays at a low level. Some Xinjiang-based VSF units are ready to resume operation, which can be partially expected to be back on stream in mid-Oct, but still needs observation.
