VSF lines of 40kt/yr or below listed for elimination in the guidance catalogue

Recently, the National Development and Reform Commission (NDRC) released the draft of the "Guidance Catalogue for Industrial Structure Adjustment" for public consultation in 2023. In the new draft, VSF lines with an annual capacity of 40kt or below are listed as being subject to elimination.
