Madagascar takes safeguard measures for imported blankets sunset review final judgment
On June 6, 2023, the WTO safeguards Committee issued a notification of safeguards submitted to it by the delegation of Madagascar on June 2. Madagascar investigation authority (ANMCC) issued safeguard measures for imported blankets and recommended that the safeguard tax on the products involved continue to be levied for a period of 4 years, as follows: 30% from June 3 to December 31, 2023, 29% in 2024, 28% in 2025, 27% in 2026, and 26% from January 1, 2027 to June 2, 2027. The products involved are blankets of wool, cotton or fiber in a variety of colors, sizes and weights, involving products under Madagascar tariff No. 63011000, 63012000, 63013000, 63014000, 63019000.
On September 20, 2018, Madagascar launched a safeguard investigation on imported blankets. On July 1, 2019, the WTO safeguards Committee issued a notification of safeguards submitted to it by the delegation of Madagascar that Madagascar made the final decision on imported blankets and recommended that additional duties (including temporary additional duties) be imposed on the products in question at CIF (CIF) for a period of four years, 41% in the first year, 38% in the second year, 35% in the third year and 32% in the fourth year. On January 26, 2021, Madagascar conducted an interim review of the case. On 31 August 2021, Madagascar made a final interim review of the case and decided to maintain the existing safeguards without adjustment. On February 18, 2023, Madagascar launched a sunset review investigation on imported blankets.
