Turkey makes anti-circumvention final cut on Chinese synthetic growth fabric
On June 1, 2023, the Ministry of Trade of Turkey issued notice No. 2023/20, which made an anti-circumvention final judgment on the synthetic fabric originating in China, and ruled that the products originating in China were imported to Turkey through North Macedonia and Bosnia and Herzegovina to evade anti-dumping duties. Therefore, it was decided to impose anti-dumping duty on CIF (CIF) on the products involved in North Macedonia and Bosnia and Herzegovina. They are as follows: the synthetic growth fabric imported from Bosnia and Herzegovina with a unit weight less than or equal to 110grams/square meter is 0-42.44%, and the synthetic growth fabric with a unit weight greater than 110grams/square meter is 0-21.13%. The synthetic growth fabric imported from North Macedonia is 42.44% with a unit weight less than or equal to 110g /m2, and 21.13% with a unit weight greater than 110g/m2. The Turkish tax code of the product involved is 54.07.
On November 1, 2000, Turkey launched an anti-dumping investigation on synthetic fabric from China, South Korea, Malaysia, Thailand and Taiwan, China. On February 13, 2002, Turkey imposed anti-dumping duties on synthetic fabric from the above-mentioned countries (see notice No. 2002/2). Since then, Turkey has conducted three sunset reviews on 1 August 2008, 21 January 2015 and 28 January 2021 (see notice No. 2021/3), and made three affirmative final judgments and extended the tax period.
On June 26, 2020, the Ministry of Trade of Turkey issued notice No. 2020/14 to launch an anti-circumvention investigation on synthetic fabric originating in China. To examine whether the products originating in China were imported into Turkey through Spain, Italy and Germany in order to circumvent anti-dumping measures. On August 26, 2021, the Turkish Ministry of Trade issued notice No. 2021/41, which made a final anti-circumvention ruling on the case, ruling that the products originating in China were imported into Turkey through Spain, Italy and Germany in order to evade anti-dumping duties. It began to impose anti-dumping duties on Italian, Spanish and German products.
On January 24, 2023, the Turkish Ministry of Trade issued notice No. 2023/2, which launched an anti-circumvention investigation on synthetic growth fabrics originating in China at the application of Turkish enterprises, to examine whether synthetic fiber fabrics originating in China have been imported into Turkey from North Macedonia and Bosnia and Herzegovina to evade anti-dumping duties.
